Freeman Garden Court: the First Village, the Model

Woodland Opportunity Village, Inc. in collaboration with Friends of the Mission, Inc., is building a garden court at 334 Freeman Street in Woodland.  There will be 12 duplexed tiny homes with a Common Building.  These are permanent homes on a slab foundations, complete with one bedroom, a living area, a kitchen, a 3-piece bathroom, and storage, all in 380 square feet.  These homes meet the CA building code.  They will be powered with electric and solar energy.

There is a community building with laundry facilities, an office, a gathering room with catering kitchen, an ADA bathroom, and a patio with a shade cover.   This common space will be available for community gatherings, meetings, and birthday celebrations.  There is a parking lot and street parking, shade trees, wheelchair width cement walkways, drought tolerant landscaping with drip irrigation, a pet relief area, and a grass gathering area.  There are raised beds for gardening.  The community will be fenced.  The site and the Community Building are fully accessible.  10 units are standard design with accessibility in mind.  Two units are fully mobility accessible, and one of those units is also communications accessible.  There will be a 20-hour per week on-site manager.

A goal of Woodland Opportunity Village is to offer housing to an economic mix of very low income, and low-income households of 1-3 related residents based on the Area Medium Income (AMI) for Yolo County. 

Woodland Opportunity Village has been approved for 12 HUD Project Based Vouchers.  An application process needs to be completed.  Tenant selection is governed by Yolo County Housing’s policies in their Administrative Plan (Chapters 13 and 17).  A detailed Tenant Selection process document is available.

Freeman Garden Court Tenant Selection Plan:

Freeman Garden Court has been approved for 12 HUD Project Based Vouchers.  These vouchers secure the operational funding for Freeman Garden Court for 20 years, renewable for 20 more. Tenant selection is primarily governed by Yolo County Housing’s  (YCH) policies in their Administrative Plan at Chapters 3 and 17. 

The owner Friends of the Mission (FOM) with Woodland Opportunity Village (WOV) will develop written tenant selection procedures that are consistent with improving housing opportunities for very low-income families.

YCH will advertise the availability of units and place applicants on the wait list for the project. When a vacancy occurs, FOM/WOV must notify YCH and YCH will refer families or individuals to fill the vacancies. 

FOM and WOV will screen and select families from the YCH waitlist based on objective criteria, including:
